World Bank ready to help harmonize government procurement system in Belarus

MINSK, 25 October (BelTA) – The World Bank supports the initiative for creating a state information and analysis system for managing government procurement in Belarus. The World Bank is ready to help harmonize the system in line with its own standards, the press service of the Belarusian Universal Commodity Exchange (BUCE) told BelTA.

A World Bank delegation led by Krish Krishnakumar, manager of the global practice on procurement solutions and innovations, visited the BUCE HQ.

During the visit Krish Krishnakumar said he believes that the introduction of a state information and analysis system for managing government procurement in Belarus would help consolidate information about ongoing procurement procedures and will make the sphere more transparent, thus minimizing possible corruption manifestations. “The decision to create such a system is a serious step on the way to fully digitizing government procurement in the country. This is why we are ready to provide the necessary consulting aid to developers of the system, including its harmonization with World Bank standards,” said Krish Krishnakumar.

The World Bank representatives were made familiar with peculiarities of the country’s existing government procurement system and BUCE’s functions as the operator of the relevant digital trade platform. The international experts were interested in the procedure for arranging digital auctions and for asking price quotes, the procedure for determining the initial price in a digital auction, and in how the organizer of the purchasing procedure interacts with the bidders and the operator of the digital trade platform.
