Belarus’ energy security concept approved

MINSK, 28 December (BelTA) – Belarus’ energy security concept was approved by Resolution No.1084 issued by the Council of Ministers on 23 December 2015, BelTA learned from the press service of the Belarusian government.

The document describes the global trends in the fuel and energy market development, threats and principles of ensuring energy security. It reads that Belarus’ national interests are the ensuring of a non-discriminatory access to the world market for goods and services, raw material and energy resources, and also wide participation and integration in the global fuel and energy complex from production to sale to end users; the achieving of the level of energy security sufficient to neutralize external dependence on energy supplies. Moreover, Belarus is interested in the intensive technological upgrade of the key sectors of the economy and assimilation of advanced technologies in all spheres of society; rational use of natural resources; establishment of energy companies able to compete with large multinational corporations; development of its own natural resources potential on the basis of economically justified use of local fuels, primarily renewable energy.

The annex to the concept contains the electric energy balance forecast for the period up to 2035. For example, the country is set to produce 39.9 billion kWh of electricity (7.1 billion kWh at the nuclear power plant) in 2020; 41.6 billion kWh (18 billion kWh) in 2025; 42.1 billion kWh (18 billion kWh) in 2030; and 43.8 billion kWh (18 billion kWh) in 2035. Consumption of generated electricity will be 100%. The country is not planning to import electricity.

The main areas of development of the fuel and energy complex in the long-term perspective include the energy independence; diversification of suppliers and types of energy resources; supply reliability, processing and distribution of resources, energy end-use efficiency.

The National Academy of Sciences of Belarus jointly with the Economy Ministry, the Energy Ministry, the State Committee for Standardization, the Belarusian State Concern for Oil and Chemistry, regional authorities and Minsk City Hall shall monitor the energy security status. The task is to ensure systemic monitoring over energy security indicators; analyze the status of the world's energy market and technologies in the energy sector; timely detect threats to the energy security and to develop proposals to strengthen it.
