Numbeo’s crime index is based on safety and crime levels. The 2019 Crime Index covers 328 cities. Abu Dhabi of the UAE tops the safety index and rounds up the crime index at 328th position. It is followed by Qatar's capital Doha and Canadian Quebec.
Minsk is ranked 292nd on the list, in the group of cities with low crime index. Thus, the Belarusian capital is among the Top 40 safest cities.
Caracas (Venezuela), Pietermaritzburg (South Africa), Port Moresby (Papua New Guinea) have the lowest ranking, according to Numbeo.
