Lukashenko signs decree on relief and recovery in storm-hit regions

MINSK, 24 July (BelTA) – On 23 July Belarusian President Aleksandr Lukashenko signed a decree on the disaster recovery effort in the wake of a devastating storm. The document was prepared following the 19 July conference chaired by the head of state that was called to discuss plans to eliminate the aftermath of the storm that hit a number of the country’s regions, BelTA learned from the press service of the Belarusian leader.

The document lays out a detailed plan on how to eliminate the aftermath of the disaster, mitigate the damage caused to the environment and property, and restore communities devastated by the storm.

The president instructed the Energy Ministry to restore power supply of all households by 1 August 2024;

to phase out the use of diesel generator sets and reconnect users to the energy grid by 22 August 2024;

to analyze the state of power networks and prepare proposals to improve the reliability of power supply to consumers and populated areas by 31 December 2024.

The Forestry Ministry, the Ministry of Natural Resources and Environmental Protection, the Education Ministry, as well as the Belarus President Administration and the National Academy of Sciences of Belarus were instructed to complete the work on removing fallen trees and their parts by conducting:

blank sanitation cutting by 1 November 2024;

selective sanitation cutting and debris removal by 31 December 2024.

The Industry Ministry shall ensure:

the production and delivery of up to 100 MAZ log trucks for removing wood at the request of the Forestry Ministry and the Belarus President Administration by 1 November 2024;

the fulfillment of all contracts between Amkodor and the Forestry Ministry for the supply of logging equipment in previously agreed volumes.

The head of state instructed the regional executive committees to encourage citizens to take part in cleanup operations in their communities, as well as to restore damaged buildings and structures and their parts (load-bearing structures, roofs, fences, etc.).

The Brest Oblast Executive Committee should oversee restoration works in Brest Oblast, including

restoration of residential buildings, facilities that are used for the production, procurement, storage and processing of agricultural products and their waste by 1 August 2024;

restoration of social facilities by 15 August 2024;

restoration of agricultural facilities by 30 August 2024;

The Vitebsk Oblast Executive Committee should oversee restoration works in Vitebsk Oblast, including

restoration of agricultural facilities located in Ushachi District by 2 August 2024;

restoration of agricultural facilities located in Verkhnedvinsk District by 15 August 2024;

The Gomel Oblast Executive Committee should oversee restoration works in Gomel Oblast, including:

restoration of the housing stock by 1 September 2024;

restoration of agricultural facilities by 15 September 2024;

restoration of social facilities by 21 September 2024;

The Grodno Oblast Executive Committee should oversee restoration works in Grodno Oblast, including

restoration of the housing stock and social facilities by 23 August 2024;

restoration of agricultural facilities by 1 September 2024;

The Minsk Oblast Executive Committee should oversee restoration works in Minsk Oblast, including:

restoration of the housing stock and social facilities by 26 July 2024;

restoration of agricultural facilities by 19 August 2024.

The Mogilev Oblast Executive Committee should oversee restoration works in Mogilev Oblast, including:

restoration of the housing stock by 1 August 2024;

restoration of social facilities by 20 August 2024;

restoration of agricultural facilities by 1 October 2024.

The presidential order assigns the State Control Committee to oversee the work.
