Unified system of state scientific and technical inspection set up in Belarus

MINSK, 17 February (BelTA) – The unified system of state scientific and technical inspection is established in Belarus. BelTA learned from the presidential press service that Alexander Lukashenko signed corresponding ordinance No. 1 on introducing additions and amendments to ordinance No. 7 of 5 March 2002 “Concerning the improvement of state regulation in science” and decree No. 57 on introducing additions to decree No. 357 of 7 August 2012 “Concerning the formation and use of innovation funds” on 16 February.

In accordance with the ordinance, the State Science and Technology Committee of Belarus will have to ensure the operation of the system, organize and conduct the state scientific and technical inspections, compile the state register of rights to the results of the scientific and technical work, monitor their commercialization.

The system of inspections includes the inter-agency scientific and technical inspection of projects sponsored by the national and local innovation funds. The decree elaborates the provision regarding the formation and use of innovation funds. The decree envisages that the inter-agency scientific and technical inspection and the state scientific and technical inspection can be conducted if necessary.

The state scientific and technical inspections are conducted on the same rules. The inter-agency scientific and technical inspection is conducted taking into account single assessment principles and criteria.

The unified system will help raise the efficiency and quality of inspections, enhance the responsibility of the state procurement authorities and experts for their resolutions on the budget financing of projects, according to the press service.
