PM: Belarus, Russia need to team up to develop import-substituting software

MINSK, 5 November (BelTA) - Belarus and Russia need to team up to develop import-substituting software, Belarusian Prime Minister Roman Golovchenko said  during a meeting of the Council of Ministers of the Union State, BelTA has learned.

"I will outline several issues that still need work. The most important area of cooperation, in our opinion, is software. We consider it necessary to combine our efforts, ensure equal working conditions for IT companies, remove restrictions, barriers to digital projects in the Union State market," Roman Golovchenko said.

Bringing together the industrial and technological potential of the two countries to ensure economic security, import replacement and technological sovereignty is the most important task. "We are already implementing a significant number of integration import-substituting projects. We need to expand the ongoing work, branch out into new areas and attract even more enterprises of the two countries to industrial, scientific and technological cooperation," the prime minister stressed.

"As for the favorable working conditions for manufacturers, it is important we mutually recognize an electronic digital signature as soon as possible. The corresponding intergovernmental agreement was signed this year. It is imperative we complete all domestic procedures as soon as possible for it to come into force," the head of the Belarusian government said.

He also urged to make full use of the provisions of the Union State decree on the common industrial policy and the intergovernmental agreement on the recognition of technological operations. "They have created a legal basis for the common industrial policy, ensured full access of finished Belarusian and Russian products and components to public procurement programs, state programs in both countries. As part of the practical implementation of these documents, I suggest we expand the lists of state programs for access to them for industrial products in 2025," Roman Golovchenko said.
