Innovations in Belarus’ government procurement system to be presented at TIBO 2019

MINSK, 8 April (BelTA) – The National Center for Marketing of the Belarusian Ministry of Foreign Affairs will take part in the 26th international information and communications technology forum TIBO 2019. The center will present projects on the digital transformation of the Belarusian export and paperless trade, BelTA learned from the National Center for Marketing.

“Visitors of the expo will get acquainted with innovations in the government procurement system,” the center noted and pointed out that digital transformation of the government procurement system will start from 1 July 2019. These measures will include full-scale transition to the digital format, introduction of e-procurement based on the OCDS (the Open Contracting Data Standard) and the open data in Belarus. They also provide for the launch of a state information and analytical government procurement system.

“The system will help raise transparency and efficiency of government procurement, decrease operational expenses for buyers and sellers, and improve the quality of government services in general. Thanks to the innovations, the automated system will be able to analyze the whole procurement cycle from making acquisition plans to the performance of contracts. The system will also provide for such operations as electronic conclusion of contracts and additional agreements, their cancellation,” the center noted.

Belarus will also introduce an automated small-volume procurement system which will become a digital platform to buy products with the approximate price of 50-300 base amounts. According to the center, the new digital platform will raise the competitiveness level, in part, thanks to participation of small and medium-sized businesses, ensure saving and efficient use of budget funds through the possibility of studying the market conditions, namely current prices in a particular region.

“The expo will also hold a presentation of the Export.by portal which is an digital showcase of Belarusian goods available for export to the international market. The portal has already registered more than 6,000 companies which display over 17,000 goods, services, and technologies in the Russian and English languages. Clients from almost 200 countries already use the resource. The next step in the portal’s development will be the launch of a proper B2B Internet platform which will enable users to conclude foreign trade contracts online and choose the method and time of delivery,” the National Center for Marketing noted.

The 26th international information and communications technology forum TIBO 2019 will run in Minsk Arena till 12 April.
