MINSK, 21 December (BelTA) – A revised version of Ordinance No. 3 should be pragmatic and balanced, Belarus President Alexander Lukashenko said at the session held on 21 December to discuss draft legal acts aimed at the development of the real production sector, promotion of scientific work and employment, BelTA has learned.
“We need to discuss the proposals of the government on employment in detail. I have promised to prepare and adopt a presidential decree to develop famous Ordinance No. 3 by the end of the year. Back then we agreed that to avoid criticism for retrograde thinking we should work out this draft legal act taking into account the drawbacks and even mistakes which were made in the preparation of Ordinance No. 3. This document should be more pragmatic,” Alexander Lukashenko said.
The head of state stressed that this document should be a balanced one. “On the one hand, people should be able to get jobs. On the other hand, we must make people work if they do not want to,” the president said. “The second conceptual requirement is as follows: it is not up to the central government to look for unemployed people and take measures. Such people live in different cities and towns, in different villages. So local authorities should decide if they can work or not, if they are in a difficult life situation or not.”
Alexander Lukashenko is convinced that it is necessary to support people in difficult life situations. But social parasites should be made to work. “And local authorities will deal with it. We must create a legal corridor, as lawyers say, a legal field,” the head of state said.
The president asked the developers of the document and government members if these conceptual requirements are included in the revised version of the ordinance.
