Lukashenko reveals details of ordinance passed on 9 May

MINSK, 18 May (BelTA) – Belarus President Aleksandr Lukashenko spoke about Ordinance No. 2 “On the protection of the state sovereignty and the constitutional order” which was passed on 9 May at the session of Belarus' Security Council, BelTA informs.

“The ordinance regulates one case or moment in the history of our country, if, God forbid, it happens. You know what the case this is. Only one!” the head of state said. “Just imagine: taking into account the experience of the previous year, what the situation will be like in the country. It is not difficult to forecast. I can forecast it quite well. The president's ordinance will be in force during this period.”

“Of course, when the new president is elected, this ordinance will no longer be necessary. It will be abolished by the new president or the parliament. It will depend on the new Constitution, I hope,” the Belarusian leader stressed.

Aleksandr Lukashenko explained that the ordinance is necessary because the members of the Security Council and millions of people supporting the current political course should not be concerned about their fate. “All of us are people. And, of course, all of us have children, grandchildren and other family members. Our enemies should also realize that they will not manage to destabilize the country this way.”

The president emphasized: It does not mean that we will definitely apply it. Only in one case - the attempt to assassinate or the assassination of the president. Only!“

According to the head of state, against the backdrop of the discussion of the ordinance some people “worried” that the president does not allegedly trust the prime minister. “I am not speaking about the, let's say, current prime minister. Listen, any person can be prime minister by then. But in this case, if we speak about the premier, what does this ‘does not trust' mean? The document reads that he will preside at the Security Council,” Aleksandr Lukashenko emphasized.

He mentioned one more thing: in case the ordinance is applied the main priorities will be the election of the president and the stabilization of the situation in the country. “But stabilization will depend on the election of the new president. And governors should participate in the resolution of this issue. Some other issues on the agenda of the Security Council's session may be addressed too. We will not solve any issues in the country without the involvement of governors. Their voices will be heard, just like the voices of other members of the Security Council. And they will vote when you will decide when to hold the new presidential election. They should be involved in this process,” the president said.

Aleksandr Lukashenko also revealed how the document was prepared. “No one advised me to prepare this ordinance. On the contrary, it was rewritten five times. I made a decision that all solutions of the Security Council should be made by secret ballot. Nobody should be able to put pressure on the opinions of the Security Council's members.”

“What is undemocratic here? What is wrong? This is the essence of the ordinance. People with fantasy can interpret it in different ways. But I want you to understand the essence of this ordinance,” the Belarusian leader added.
