Lukashenko against random approaches to state support
KOSTYUKOVICHI, 14 August (BelTA) – Random approaches to the provision of state support for the development of certain industries are inadmissible, Belarus President Aleksandr Lukashenko said at the session held in Kostyukovichi on 14 August to discuss the implementation of Decree No. 235 and the program on the development of southeast regions of Mogilev Oblast in the period till 2020, BelTA informs.
In response to the report of Mogilev Oblast Governor Leonid Zayats who voiced a number of requests regarding support and preferences, including in housing construction, Aleksandr Lukashenko said: “You have voiced your requests concerning the entire Mogilev Oblast as the new governor, but we consider seven regions in this case. You say if this and that is done in housing construction, more people will come to the region. How many people need housing? How many people will stay to work here? Before asking anything we need to see these people. Nothing will be done in a random manner.”
As an example the head of state cited mishandlings in agriculture in the southeast of Mogilev Oblast. “Tell me who is responsible for that?” the Belarusian leader wondered.
Speaking about the housing issue, Aleksandr Lukashenko deems it necessary to, first of all, focus on production development and creation of new jobs. “As it was in Soviet times: a factory is built, then housing is built. Of course, not for everybody. For specialists, other workers were hired from local people. We are ready to provide support (all over the country, not only here). We need a good production facility to make money, and we need to help people,” the head of state said.
“We will also support this region. Mogilev Oblast is not an easy region. But remember that everyone, from directors of enterprises to the governor, should step up efforts. Then we will handle this issues. You need to calculate and analyze everything,” the Belarusian leader said.
Aleksandr Lukashenko explained the approach on the example of Kostyukovichi. “This is a good town. I know about farming here, but in terms of manufacture and given the fact that the cement plant has finally come to life again, this is a good town. Frankly speaking, I do not see the need for exorbitant preferences here.”
The president mentioned the importance of labor and technological discipline. “All efforts will be futile without discipline. You say that the region has bought 50 harvesters. Will you be able to maintain this equipment?” the head of state wondered.
According to Aleksandr Lukashenko, there are many good specialists in agriculture in the Mogilev Oblast administration. “These are people with good technological expertise. You know what to do. You should move in this direction. We will not waste money. You should look for funds, and will provide support for good projects,” the president said.
This pertains to such enterprises as the Lokhva trout farm in Kostyukovichi District. “This is profitability; the market is huge. The domestic market is free, Russia is near. Why shouldn’t we support such projects? We will support them! There are many such projects,” the Belarusian leader said.
On the whole, Leonid Zayats described the program to develop southeast regions of Mogilev Oblast as effective. “Over a period of time [2015 – H1 2019] we’ve injected Br770 million in the development of the economy and the social sector of this region, created 193 new commercial organizations. And the main thing is that we prevented a massive outflow of people. About 20,000 people have been employed on this territory. This region’s dependence on subsidies has reduced significantly,” he said.
The governor asked to prolong Decree No. 235 till 2025.
