Belarusian-Chinese research center opens at University of Civil Protection

MINSK, 19 March (BelTA) – A Belarusian-Chinese research center for emergency management and response has opened at the University of Civil Protection at the Emergencies Ministry on 19 March, BelTA has learned.

The innovative project has been implemented thanks to the highly-qualified expert and scientific potential of the the Institute of Public Safety Research (IPSR) at Tsinghua University, GSafety company and the University of Civil Protection at the Emergencies Ministry of Belarus. This is an educational and experimental platform for the development and research of public safety means and is designed to contribute to a safer future. The center will be mainly engaged in the adaptation of existing equipment in the field of fire safety, and development of a single integrated platform.

The opening ceremony was attended by Belarus First Deputy Emergencies Minister Alexander Khudoleyev, Chinese Ambassador to Belarus Cui Qiming, Deputy Head of the Administration of the China-Belarus Industrial Park Great Stone Alexander Goncharov, GSafety CEO Su Guofen and head of the University of Civil Protection at the Emergencies Ministry Ivan Polevoda.

Alexander Khudoleyev noted that the establishment of the center is an example of effective collaboration in safety within the framework of the comprehensive cooperation between Belarus and China. “Today the center features innovative technical equipment, software for emergency management and response. The education program takes into account the latest trends. The center is the next step towards the transformation of Belarus into the IT country,” he said and added that the center will spearhead the effort to establish a safe city system as it will develop software packages and security systems.

Cui Qiming noted: “One of the most important objectives of this project is to establish exchange of best practices between China and Belarus in the field of public safety and urban governance. As far as I know, the University has many prestigious scientific achievements. We have something to learn from our Belarusian partners in this area,” he said. The diplomat noted that the establishment of the center will benefit the peoples of the two countries. This is an important project for the Belt and Road initiative.

Belarus’ national strategy to reduce the risk of emergencies for 2019-2030 envisages the development of a new model for urban safety management.
The center will use the technologies such as the Internet of Things, Big Data, artificial intelligence, and object information models to carry out risk analysis, monitor and forecast emergencies, develop measures to prevent incidents, and give early warning to the population.

The center will be engaged in the development of safety systems in fire detection, emergency alert, public safety management, transport security, safety monitoring and control in the operation of city life support systems.
