Company brief:

The mission of the Semenov Glusk Central District Hospital is to preserve and improve the health of the Glusk District residents.

Activities:
- provides highly-qualified and specialized outpatient and inpatient care;
- provides emergency medical care;
- carries out sanitation and epidemic prevention measures;
- runs preventive measures (including immunization, healthy lifestyle promotion, prevention of morbidity and disability);
- organizes socio-medical and rehabilitations activities.

Founded in 1889, the hospital in Glusk District got the status of a district hospital in 1946. It was registered as the Semenov Glusk District Central Hospital on 30 December 2004. The hospital bears the name of Honored Doctor of the BSSR A.S.Semenov.

The Semenov Glusk District Central Hospital has no experience in humanitarian cooperation activities.

Project goals: to stabilize demographic indicators, increase average life expectancy and decrease overall mortality in Glusk District, enhance the efficiency of the real sector, contrinbute to sustainable development of Glusk District

Project tasks:
• Early diagnosis of chronic diseases and malignant neoplasms;
• Timely medical care taking into account the results of laboratory tests;
• Maximum coverage of the Glusk District population with preventive checkups;
• Organization and implementation of screening programs;
• Reduction of mortality from diseases of the circulatory system;
• Reduction of mortality of people of working age;
• Reduction of the incidence of malignant neoplasms and mortality from them;
• Improvement of the quality and accessibility of medical care.

Target group: population of Glusk District

Brief description:
- to provide all necessary laboratory tests (including general clinical tests, electrocardiography and others);
- to ensure improved access to laboratory testing, increase the number of persons checked, secure timely checkups;
- to run electrocardiographic examinations at rural health stations in order to timely detect diseases of the circulatory system and send patients to specialist doctors;
- to improve the quality of laboratory tests and enhance the efficient use of medical equipment.

Project objectives:

1. To purchase the following medical equipment:
- hematological analyzer;
- biochemical analyzer;
- hemocoagulometer;
- acid-base balance analyzer;
- eight electrocardiographs;
- two centrifuges;
- two binocular microscopes;
- ultrasonic diagnostics device.
2. To make current repairs in the clinical diagnostic laboratory:
- replace doors;
- replace plumbing equipment;
- replace utility networks;
- replace lighting and electrical networks;
- provide interior finishing work.

Project justification:

The analysis of the demographic situation in Glusk District over the past two decades shows a stably high level of total mortality, which is significantly higher than the regional and nationwide figures. In 2021 total mortality in Glusk District was 25.9‰, up 5.6‰ year-on-year. Average life expectancy in Glusk district stood at 73.8 years as against 74.4 years spelled out in the state program “Health and Demographic Security of the Republic of Belarus for 2021-2025”. Serious concern is caused by a rather high mortality rate among the working-age population, which was 2.4 times higher than the norm across the healthcare organizations in Mogilev Oblast in 2021 to make up 9,2‰.

The mortality rate of working-age population in Glusk District was 8.3‰ in 2020, and 9.2 ‰ in 2021. The birth rate in the district is decreasing every year, amounting to 8.06 ‰ in 2021.The natural population decline was 17.8% in 2021 and 15.64% in 2020.

The proportion of the population over 60 years old is 32% in Glusk District, 25.5% in Mogilev District, 22.5% in Mogilev, 24.5% in Bobruisk.

The death rate of people older than working age is 4 times higher than the death rate of working-age citizens.

In the structure of total mortality, diseases of the circulatory system account for 62.4 %, malignant neoplasms - 9.2 %.

The development of human potential and improvement of the demographic situation are vital for the future development of Glusk District and the growth of its economic competitiveness. Addressing the above mentioned issues is a priority task of Glusk District.

Post-project activities:

The situation can be changed radically by early detection of a wide range of circulatory system diseases and malignant neoplasms, maximum coverage of the Glusk District population by laboratory and screening examinations. The above-mentioned activities will allow timely detection of malignant neoplasms, chronic diseases, diseases of the circulatory system, timely treatment, which will improve the quality of life of patients, increase life expectancy, reduce the overall mortality rate in Glusk District, including that of the working-age population, reduce labor losses, increase the efficiency of the real economy.
Stabilizing population numbers in Glusk District, changing the age structure of the population in favor of the working-age population and children will significantly improve the economic situation, increase the level of manufacturing, technology, and infrastructure of the district.
