Belarus prime minister inaugurates simulation training center for medics

MINSK, 2 November (BelTA) – Prime Minister of Belarus Roman Golovchenko took part in the ceremony of inaugurating the republican center for professional certification and simulation training of medical and pharmaceutical workers of the Healthcare Personnel Advanced Training and Retraining Institute of Belarusian State Medical University, BelTA has learned.

The simulation training center has been established to improve the focus on practice in the training of medical personnel and to work out a unified national system for the certification of students and medical workers.

Roman Golovchenko said: “Today we are opening a unique facility for the Belarusian healthcare system. Not everyone is aware of the complicated history of this center. It began within the framework of the program on modernizing Belarus’ healthcare system in association with international organizations. Regretfully, just like some other facilities it was abandoned by our foreign partners virtually in the initial stage of the project. We spent roughly 15-20% of the international funding that had been allocated for this facility. Certainly, we could not let the country lose this unique center. This is why we decided to finish its construction using domestic resources. We’ve accomplished this task.”

The unique equipment the center is supposed to have was the key problem. “Friends and partners from the Russian Federation, to be specific, from the Republic of Tatarstan came to our aid. We can say with confidence that the equipment the center has is on par with world analogs,” the prime minister stressed.

The official went on saying: “Despite complications with funding the facility was commissioned within a short period of time: construction took less than two years. I expect that our medical community will use capabilities of this tool in full. The key end goal is to enhance the health of our citizens and provide them with quality and affordable medical aid.”

Belarusian Healthcare Minister Dmitry Pinevich stressed that today is indeed a significant day for the entire healthcare system – for medical practitioners and other medical workers. “Because we’ve entered the age of continuous vocational training,” he pointed out.

Rector of Belarusian State Medical University Sergei Rubnikovich added: “All of us together are opening a new page in the history of development of medical education in our country. Continuous training, centralization, and the use of simulation training have become possible. It will contribute to the fulfillment of the instructions the head of state has given regarding the practical orientation of personnel training.”

Deputy Prime Minister, Industry and Trade Minister of Tatarstan Oleg Korobchenko noted: “Tatarstan’s manufacturing sector stands ready to continue working for the benefit of our states so that we would have everything we need for healthcare. Certainly, medical workers need to improve professional skills and keep an eye on our health. I congratulate you on the opening of such a remarkable center that will help accomplish this task.”

The center is fitted with 180 units of simulation equipment that boasts high simulation fidelity, including 117 units made by a company from Kazan, the capital city of Tatarstan. The other units are of Belarusian make. The center is located in a separate six-storey building and can seat 140 students per day while working in two shifts.

The work is organized in line with the simulation clinic principle. The clinic contains eight modules that help students work out practical skills, communication skills, and teamwork. They also help them learn how to make decisions fast in complicated situations and so on. The modules include an emergency aid and intensive care clinic, an emergency state clinic for pediatrics and neonatology, a surgery clinic, an endoscopy room, an obstetrics and gynecology clinic, an ultrasound diagnostics unit, a dentistry clinic, anatomy, and reflex therapy.

The center will work out a unified system for the professional certification of medical workers. It will evaluate practical skills of specialist physicians during transition from out-patient treatment to hospital treatment. It will handle final assessment and independent test checks for interns and resident doctors in addition to performance reviews for granting (confirming) qualification grades; final assessment after retraining; routine assessment during advanced training or internship; proof testing for individuals, who have not worked in the medical profession for over 4 years.
